INTRODUCTION

Within the port, extensive logistical systems, networks, and operations have been created over time. We have built immense infrastructures where growth has been the main driver of change. This brings along a lot of challenges. We need to improve current systems and infrastructure to make them sustainable and efficient in the broadest sense. The right insights are required to foster ‘smart’ port activities.

CONTEXT

In the drive for trade facilitation, the efficient flow of accurate information is just as vital as the efficient flow of physical cargoes.

 

But how much is guesswork?

 

The lack of visibility is a real obstacle:

  • there can be a dozen or more different vessel ETAs, depending on the source of the information.

  • the information shippers need is fragmented and sourced from a variety of points in the supply chain. Visit the website of the relevant port, shipping line, and forwarder and ask ‘Where is my ship?’ – usually all the answers will be different.

  • much of the information is incorrect or simply out of date.

CHALLENGE

One of the main goals of the ChainPort alliance is to improve the connection between ports worldwide and exchange data to make better predictions and provide our customers with accurate information.

  • Data contained in one PCS** can bring added value to another PCS, and alignment can develop new value-added services. Exchanging information to port calls between ports is key.

  • Current MSW*** collects and centralizes a lot of operational data for the European member states. Can this be used to do predictive analysis? Can it be combined with data coming from outside the European Union?

DEFINITION

*Estimated Time of Arrival: estimated time that the ship will arrive at its destination port

 

**PCS = Port Community System

 

A PCS is an electronic platform that connects the multiple systems operated by a variety of organizations that make up a seaport community. It is shared in the sense that it is set up, organized, and used by firms in the same sector – in this case, a port community:

  • is a neutral and open electronic platform enabling intelligent and secure exchange of information between public and private stakeholders in order to improve the competitive position of the seaports’ communities.

  • optimizes, manages, and automates port and logistics processes through a single submission of data and connects transport and logistics chains

 

***MSW = Maritime Single Window

 

Maritime Single Window is a directive set by the European Union (2010/65) that requires European States to have a Maritime Single Window for reporting to be done electronically and once only. When a sea vessel calls at a port, its agents and operators are required by the authorities to lodge a number of reports concerning, for example, the ship, the journey, the goods, the passengers, and the crew.

 

This happens both on arrival and on departure from a seaport in the European Union. These reporting formalities are imposed by local, national, European, and international bodies. This reporting is currently still being done in various formats (paper, fax) and thus represents a huge administrative burden, especially for the shipping agent.
